this will benefit us that whatever tool and package you are installing, if it is not available in kali's old repository, then it will start to be installed from latest repository. because you know kali linux is a Debian based operating system. so any tools and package you install will also support Kali Linux.
in the kali linux sources list file you have to paste the latest repository code is shown below, copy and paste this code in your kali Linux sources list

After pasting the latest repository code you have update your kali linux operating system. now if you install any tool. you will not see unable to locate a package error.
How to fix Unable to locate package in ubuntu
in ubuntu, if you get unable to locate package error to see, then you can replace old sources list code to latest ubuntu repository code. for this you have to follow the instructions given below.
Note that here I am doing inside my ubuntu operating system which I have installed on Android Mobile, you can do it your Laptop and Pc where you have installed ubuntu. with the help of this process.
1. First of all. you have to open your termux application and login your ubuntu machine.
2. After this you have to open your ubuntu sources.list file so you follow this path.

deb http://ports.ubuntu.com/ubuntu-ports focal main restricted universe multiverse
deb-src http://ports.ubuntu.com/ubuntu-ports focal main restricted universe multiverse
